Many urban scholars have claimed that globalization and its attendant mode of regulation, neoliberalism, have worked to reconfigure local state functions to operate on the basis of market logic and also to trim down public bureaucracies into leaner administrative units. This paper presents an alternative explanation of local state development in the global era, one that posits the importance of national political orders in determining the functions and administration organization of the local state.
