Research Currently in Progess

Casey, J.(n.d.). Advocacy by NY Nonprofits. In Progress.

With a grant from the Robert Sterling Clark Foundation I researched and wrote three case studies on advocacy by New York City nonprofits in the areas of solid waste management, foster care and education funding and prepared a background paper and teaching support material. The case studies and background paper are available open source on the MSPIA/CNSM website and while I don't monitor downloads I do get regular requests for the Teaching Manual I prepared that is only available by contacting me. I have not gone back to this project for a number of years, but given the current political climate it has again become a relevant topic. The material from the case study document analysis and interviews can be used as the basis for academic articles on advocacy. A future article, provisionally titled "Flatiron Advocacy" will analyze the work of the numerous nonprofit advocacy organizations that are headquartered within 30 blocks of the Flatiron Building at 23rd and Broadway. I am also considering collecting the case studies into a book.

Casey, J.(n.d.). Comparative/International Nonprofits. In Progress.

My book, The Nonprofit World: The Rise of Civil Society and the Nonprofit Sector, was published in late 2015 by Lynne Rienner Press. Reviews of the book that have been published in Nonprofit and Voluntary Sector Quarterly, Nonprofit Policy Forum, Voluntas, and The Philanthropist have all been very positive, and the book is being nominated for various book award sponsored by academic and professional associations. I am currently working with a professor from the Universitat Obat Oliba in Barcelona to develop a Spanish version (it will not be a simple translation, but a new co-authored version that incorporates additional materials from Spain and Latin America). I have been extracting/adapting sections of the book. I began with the material in Chapter 4 (Comparing National Nonprofit Sectors). One version of material from this chapter has been published as an academic article in the Journal of Nonprofit Education and Leadership (JNEL) and another is to be a monograph published by the International Center for Not-for-Profit Law (ICNL). Using a PSC-CUNY grant, I am completing further research on a section from Chapter 7 of the book that refers to the participation of both nonprofit and for-profit organizations in international humanitarian aid and development programs. My research analyzes government preferences in contracting, and the evolving cross-sector partnerships. This research has so far resulted in a conference paper, a published industry journal article, and an article which was submitted to the Nonprofit and Voluntary Sector Quarterly in early 2017. Unfortunately it was not accepted for publication. I intend to use Academic Leave to do the further research, including interviewing senior executives from for-profit aid and development companies to better understand their perspectives on their role in this work and their relationships with nonprofit providers. I have IRB approval for these interviews. At conferences in 2015, 2016 and 2017 (ARNOVA, NACC, NASPAA, TPAC), I have been presenting conference papers based on material in the book. I am also currently active in the international arena in the following areas: • In May 2015 was the first professor from Baruch to go and teach at UADE Buenos Aires as part of our new exchange program with them. I taught a course on civil society around the world. I repeated the course in October 2017. • In Aug 2015, I attended the International Third Sector Research Society Latin America regional conference in San Juan, Puerto Rico. I moderated and was a discussant at various sessions. • On my frequent visits to Australia, I maintain contacts with both the Centre for Australian Community Organizations and Management at the University of Technology, Sydney and the Center for Social Impact at the University of NSW, and regularly give guest lectures and participate in seminars at the two institutions. • In April 2016 I was in Barcelona, Spain and did presentation on the book at two universities.

Casey, J.(n.d.). Deliberate Relations Between Governments and Nonprofits in the U.S.. In Progress.

I continue with my work surveying and analyzing the structures and processes used to strengthen government-nonprofit relations at state and federal levels. In 2012 I began collaborating with Lauren Miltenberg from Villanova University to survey all 50 states. We worked with Beth Bosky, policy officer at the National Council of Nonprofits. We jointly presented a paper at ARNOVA 2013, and a journal article was submitted for review. The response we received was “revise and resubmit”. While we have not done that, we have independently published articles based on that material (acknowledging our joint work) and plan to revisit the issue in the future. I continue to monitor the situation in NY City and State, including the establishment of NYC Nonprofit Resiliency Committee, and the implementation of the 2013 NYS Nonprofit Revitalization Act and its 2016 Amendments.

Casey, J.(n.d.). New York Nonprofit Data. In Progress.

Currently there is no single source of statistics or information about nonprofits that focuses on New York (i.e. New York City, New York metropolitan statistical area, and New York State.). The former New York City Nonprofits Project closed a number of years ago (its website http://www.nycnonprofits.org is now used as a placeholder by the CUNY Faculty Senate Committee on Disabilities Issues); the NYC government website from the Bloomberg administration with statistics about the sector in NYC has not been continued by the current administration; and neither NYCON, the state association of nonprofits, nor NPCC, the NYC nonprofit association have information pages on their websites (NPCC still has on their website a 2002 page that points readers to the defunct NYC Nonprofit Project website). To fill this void, I am working within the MSPIA Center for Nonprofit Strategy and Management to create a New York Nonprofit Data Site project that will monitor and disseminate research on New York nonprofits. Using existing local and national datasets and research projects, I am working with GAs funded through a PSC-CUNY grant to extract and interpret relevant data on nonprofits in New York. Sources include the National Center for Charitable Statistics at the Urban Institute, Guidestar, the Nonprofit Finance Fund and the Giving Institute (publisher of Giving USA), Census, NYS Labor Department, UN (for NY INGOs), etc. I have an MSPIA Dean's Research Grant to buy access to some of this data. The data will be disseminated online on the MSPIA/CNSM website.

Casey, J.(n.d.). Philanthropication of the Ski Industry. In Progress.

The term philanthropication (also often identified as “philanthropication through privatization – PtP”) refers primarily to the dynamic in which the nonprofit sector assumes the delivery of goods and services formerly delivered by government (as a result of outsourcing, philanthropic subsidization of government services, etc.). But there is also a parallel dynamic in which the nonprofit sector is increasingly assuming responsibility for formerly for-profit ventures. I plan to study a less prominent phenomena: the rise of nonprofit ski resorts in New England. Climate change and shifting customer behavior have rendered unprofitable a number of smaller private for-profit ski-resorts in New England. When their owners seek to close the resort and sell assets (infrastructure and land), the “community” steps in and declares that is not just a business, but a public asset that should be maintained As a result, a number of ski resorts have converted to nonprofit organizations (or operate as government-owned public benefit corporations ). Other resorts have remained private businesses, but have created “Friends of” groups and nonprofit affiliates to boost their economic viability. I am planning to research this example of philanthropication, and the conditions and dynamics which determine whether ski resorts are owned and operated by businesses, nonprofits or government.

Casey, J.(n.d.). Sector Choice: Relations between Governments, Nonprofits and For-Profits. In Progress.

My research, outlined in other entries to this section on Research in Progress, on government-nonprofit relations, on for-profit participation in international humanitarian aid and development, and on the emergence of nonprofit ski hills are part of my ongoing interest in “sector choice”. An increasing range of services are delivered seemingly indiscriminately by governments, nonprofits, or for-profit businesses. The three sectors collaborate, but also compete for legitimacy and operational space. There is a considerable body of literature on sector choice in areas such as education, health and humans services, as well as on privatization, outsourcing and PPPs (public-private partnerships), but there appears to be a gap in theorizing about the factors leading to the choice between the three sectors for the expanding range of goods and services where they are now competing. The Academic Leave will directly result in journal articles and conference papers about the two specific projects, but I will also use the material to draft a conceptual article as part of my longer-term research agenda. The goal is a future book project, either an edited book or sole-authored, with the title quoted above: Public Servants, Merchants and Citizens: Sector Choice in Delivering Public Goods.
